Most residents experience local government through outcomes, not spreadsheets. They notice whether the sheriff responds quickly, whether a pothole gets fixed, whether a park is maintained, whether a road floods, whether a permit takes months, whether a library stays open, whether behavioral health services exist when a family needs them.
What they usually do not see as clearly is the budget.

They show what a county or city can actually sustain, what it can only partly support, and what it must postpone.
